Wagering on games of chance violate a number of Biblical principles - responsible stewardship, work ethic, nonmaterialism, and loving one's neighbor - it can't be squared with scripture. When it is a state enterprise, such as a state lottery, the state trades its role as a defender of the weakest and most vulnerable of its residents for that or an opportunistic, uncaring economic predator of those very people.
